I'm not sure tax and registration are automatically infringements. The founders let private citizens own cannon and warships, and the Constitution gave Congress the power to license them through letters of marque. But 'regulated' meant what the founders meant by it: well ordered, trained, and prepared, not gun control. Knowing who holds militia-grade arms so they can be organized and ready fits that meaning. Using a tax or registry to keep arms out of citizens' hands doesn't. The real question in Miller is which arms, and to what end.
The tax and registration themselves are clearly infringements.
